De Lima leaves DOJ with unliquidated P91.896M confidential funds

Former Justice Secretary Leila de Lima may have won herself a seat at the Senate but has left hers at the Department of Justice (DOJ) with still unliquidated P123.8 million in confidential funds (CF).
</p>

<p>
In its annual report for 2015 posted on its website, the Commission on Audit (COA) indicated that the amount represent the total unliquidated cash advances given to special disbursing officers (SDOs) that year.
</p>

<p>
Verification and analysis conducted by the audit body found that from January 1 to December 31, 2015 “cash advances under the CF were granted to SDOs in the total amount of P173,755,064.92.”
</p>

<p>
“Of this amount, only P49,943,081.57 was liquidated,” reported the COA.
</p>
<p>
Also, the COA discovered that “SDOs were granted subsequent cash advances despite non-submission of liquidation reports of previous cash advances, in violation of Section 6.1.5 of said circular (COA-Department of Budget and Management Joint Circular No. 2015-01).”

Cop Positive In A Surprise Drug Test

According to MCPM Senior Superintendent Jonathan Cabal, 15 policemen did not show up during the surprise drug test and then ask to submit letter of explanation on his office for immediate action.
</h3></p>

Under the order from Police Regional Office 7 director, Cabal conducted random drug test for police officers and even to police officials assigned in different police stations and other offices in Mandaue City.
</h3></p>

“For them to implement the law, they should be the first one to be free from drugs,” Cabal said.
</h3></p>

Before the surprise drug test, the Chief of Mandaue Anti Illegal Drugs Special Operation Task Group Senior Inspector Janelito Marquez advised 65 policemen to attend seminar at MCPO headquarters.
</h3></p>

Of the 65 policemen called only 50 officers showed up. According to Marquez some MCPO personnel failed to attend as they were attending court hearings.
</h3></p>

Cabal and Marquez were the first to undergo the surprise drug test, as a team from PNP Regional Crime Laboratory 7 conducted the test in MCPO.

President-elect Rodrigo Duterte has ordered his incoming Justice Secretary Vitaliano Aguirre II to spare no one in going after the culprits in Disbursement Acceleration Program (DAP) and other scandals in the Aquino administration , including President Benigno Aquino III himself.

The DAP was conceived as an economic stimulus fund using unused funds from agencies to address a problem created by the government in the first place: underspending. Budget Secretary Butch Abad released P144.38 billion in DAP funds from 2011 to 2013. It looks like the 911 emergency number may soon be made accessible nationwide, especially now that proponents of privately owned Pure Force and Rescue Corp. has met with incoming president Rodrigo Roa Duterte a week after the national elections. Pure Force and Rescue Corp. Chief Executive Officer Jojo Soliman disclosed to the Manila Bulletin on May 25, 2016 he presented to Duterte his 2-year-old citizen safety and rescue app which the public can use to report emergencies so the appropriate frontliners can be dispatched immediately to the scene.

(I wrote a letter to [Duterte] to offer the Pure Force system and application for use in the Philippines, free of charge…because it is capable of nationwide coverage.)” He explained to Duterte that by using the application, or by calling landline number 86505, concerned government agencies can view the reported emergencies which appear in the system. The Philippine National Police, the Metro Manila Development Authority, the Department of Health, 17 local government units, and 14 cities have already partnered with Pure Force. The aforementioned government agencies and units now have access to Pure Force’s system. Soliman added that in two months, Filipinos abroad can be able to enjoy the same application. “’Yung [emergency] number ni Mayor [Duterte in Davao] is 911. As soon as maiayos na [with the telecommunication companies] papalitan ko lang ang 86505 to 911.” He, however, stressed that the existence of Pure Force is not a threat to private rescuers and companies that offer help against disasters. Soliman said that during the meeting, Duterte told him that: “I cannot sign now as a mayor; I will sign as soon as I sit down [as president]”. Asked why he is giving this system and application for free to the government, Soliman said as a citizen, he wanted to see the services which the Filipinos deserve to receive.

And on his flight back from the Philippines this week, he started chatting about the church’s position on birth control, saying some think that to be good Catholics, “we have to be like rabbits.”

Responsible parenthood: This is why there are marriage support groups in the Church with people who are experts on such issues; and there are pastors and I know that there are many acceptable solutions that have helped with this. And another thing: For poor people, children are a treasure, prudence is needed here too, it is true.
